grafana: add CloudNativePG dashboard

Follow-up pairing with the CNPG VMPodScrape (#242). Imports the
CloudNativePG dashboard (grafana.com 20417) as a GrafanaDashboard with
datasources resolved to the in-cluster VictoriaMetrics.
