feat: deploy paperclip to au-syd1 via ArgoCD (aitooling project)

Adds base manifests and au-syd1 overlay for Paperclip (AI agent orchestration platform), following the litellm deployment pattern. Updates aitooling ApplicationSet to include the paperclip path. Closes #99
