chore: migrate to artifactapi helm virtual repo
ci/woodpecker/pr/pre-commit Pipeline was successful
ci/woodpecker/pr/kubeconform Pipeline failed
- replace all helm repos with artifactapi/virtual/helm
- update projects with accepted repos

- remove helm-patch files that are unused
- change platform namespaces allowed to *-system
