v0.3.0 (#461) crash-looped existing databases on a broken Postgres
migration path; v0.3.1 restores the migration baseline, hardens guid/FK
handling, and fixes encoding.xml parsing.

  • bump cheeztv jellyfin-ha image v0.2.0 -> v0.3.1
  • bump fafflix jellyfin-ha image v0.2.0 -> v0.3.1

Requires manual pre-merge database verification before merge.
