unkinben 35f00858ae fix: puppet-compiler cant find ca (#31) ...

the puppetca is not pointing to the puppetmasters which prevents the
puppet-compilers from starting, preventing puppetdb/puppetboard from
starting.

- point puppetca service -> puppetserver-master
