The v3 route migration (#198) split routes into /api → API and / → UI, but /v2/ (Docker Registry V2 API) and /health now hit the UI catch-all instead of the API backend. This breaks `docker pull artifactapi.k8s.syd1.au.unkin.net/...` with context deadline exceeded. Adds /v2 and /health prefix rules before the UI catch-all.
