Adds a VerticalPodAutoscaler (updateMode: Off, recommendation-only) targeting every Deployment and StatefulSet across apps/base. Off mode never mutates pods, so this only gathers right-sizing recommendations. CNPG Clusters and CronJobs are not VPA targets and are skipped.
