Picks up immediate NOTIFY of secondaries on primary zone changes (also-notify + shorter seed SOA timers), so dynamic updates / CRD records replicate across the authoritative replicas in seconds instead of waiting up to the SOA refresh. Bumps both the operator image and the CRD install.yaml tag.
