unkin-agent ebb7fcd0ad jellyfin: bump fafflix+cheeztv to v0.3.1 ...

v0.3.1 restores the postgres migration baseline and forward
migrations, hardens guid casts and FK placeholder handling, matches
upstream null-out behaviour, and fixes encoding.xml parsing.
