Retry failed GitHub release scans with backoff
ci/woodpecker/pr/pre-commit Pipeline was successful

A failed scan no longer advances last_synced_at; it schedules a retry from
60s with exponential backoff, honouring Retry-After/X-RateLimit-Reset.
