terraform-* CI runs on the Packer-built almalinux9-opentofu image from packer-images, which is being replaced by one semver-released repo per image.

  • add Dockerfile on container-base almalinux9:0.1.3 installing opentofu, terragrunt, tflint and the vault CLI
  • add alma9 distro matrix, check-distros guard, Makefile bump targets and pre-commit
  • add Woodpecker PR build/pre-commit and tag release to docker-internal/opentofu
