Why: estate gobuilder image + shared S3 Go cache speeds builds and
standardizes on the verified image.

  • Replace golang:1.25 and almalinux9-gobuilder:20260606 with
    artifactapi gobuilder:0.1.2-alma9 on every Go-toolchain step
  • Add GOCACHE_S3_* env and GOCACHEPROG (absolute /tmp/gocache dir)
    pointing go-cache-plugin at the shared bucket
  • Leave RPM package/upload/release steps untouched (no Go toolchain)

Swap golang:1.25 and almalinux9-gobuilder:20260606 to the estate
gobuilder image on every step invoking the Go toolchain (build, test,
pre-commit, release test/build). Add GOCACHE_S3_* env and GOCACHEPROG
pointing go-cache-plugin at an absolute /tmp/gocache cache dir, backed
by the shared S3 bucket via org secrets.
