fix(dockerfile): copy BannedSymbols.txt and stylecop.json into build stage

dotnet publish failed with CS2001 because these root-level analyzer config files were not included in the Docker build context. They are referenced by Directory.Build.props and required by StyleCop and BannedApiAnalyzers at build time.
