Pulling from jellyfin/jellyfin:10.9.11 multi-stage yielded an empty /jellyfin/jellyfin-web directory (the official image likely has a different internal structure). Switch to the official Jellyfin apt repo instead: apt-get install jellyfin-web=10.9.11+1 web assets land at /usr/share/jellyfin/web/ COPY to /jellyfin/jellyfin-web/ in runtime image --webdir /jellyfin/jellyfin-web is already in ENTRYPOINT.
