Move the k8s roles to the puppet-on-k8s compilers. Their role code (rke2, frrouting, ceph) has no exported resources or PuppetDB queries; the base consul lookup is covered by the static syd1 server list.

• PR body — "no exported resources or PuppetDB queries" is wrong: profiles::base pulls in profiles::consul::client (common.yaml members_lookup: true) and profiles::ntp::client, which call puppetdb_query. Only syd1 is covered (#544 sets members_lookup: false in country/au/region/syd1.yaml) → confirm every k8s node (compute/control/node) is region syd1, else those nodes get an empty consul retry_join list on k8s compilers; fix the body wording.
