Puppet's AlmaLinux hosts are being migrated onto artifactapi for their in-house RPMs and will consume a general rpm-vendor repo alongside the existing per-distro rpm-vendor-elN repos, mirroring how rpm-internal is split. Only a general rpm-vendor backing repo was missing, so add it.

  • add config/local_rpm/rpm-vendor.yaml (distribution-agnostic vendored RPMs)

The puppet AlmaLinux hosts now consume a general rpm-vendor repo (alongside
the per-distro rpm-vendor-elN repos), mirroring the rpm-internal split. Add
the backing local rpm repo so the baseurl resolves.
