Internal helm charts need a home that wins over upstream remotes in the helm virtual.

  • add local_helm kind to the module, config discovery and terragrunt inputs
  • add helm-internal local helm repo
  • put helm-internal first in the helm virtual so internal charts take priority

Requires terraform-provider-artifactapi release with artifactapi_local_helm.
