Internal npm packages need a publish target, and clients need one registry serving them alongside npmjs.

  • add the local_npm kind: module resource, config.hcl filter and terragrunt input
  • add the npm-internal local npm registry
  • add the npm virtual over npm-internal then npmjs

Apply only after the artifactapi release with unkin/artifactapi#139 and #152 is deployed.
