patterns is a strict allowlist evaluated before mutable_patterns, so
/archive/refs/heads/ downloads are denied despite the mutable entry.

- Add heads .zip and .tar.gz to patterns
- Add heads .zip to mutable_patterns and escape the tar.gz dots
