Provisions the two new Gitea repositories backing the Gitea Vault/OpenBao secrets engine and its terraform provider, so both can be pushed and driven by CI. Settings mirror the rancher pair (public, squash-only, main branch protection requiring pre-commit/build/test checks).

  • add vault-plugin-secrets-gitea.yaml describing the secrets-engine repository
  • add terraform-provider-giteavaultsecret.yaml describing the provider repository
