Provision the Gitea repo for a generic app-token Vault/OpenBao secrets engine issuing short-lived signed JWTs for self-made services (keaapi, encapi, artifactapi, tomswallapi, bootapi...), replacing per-app static bearer Secrets. Mirrors existing plugin repo entries.
