Why

We need a CA-baked Woodpecker buildx plugin image so k8s CI can push to artifactapi's internal-CA registry. This repo will build that image with the internal Vault-PKI CA baked in (trusting artifactapi). This PR registers the Gitea repo to hold it.

How

  • Add config/git.unkin.net/unkin/repository/plugin-docker-buildx.yaml declaring the new in-house repo (main default branch, squash, Owners merge whitelist, ci/woodpecker/pr/build required status) — schema copied verbatim from the jellyfin-ha container-build sibling.
