Creates a Gitea repo for the ClickHouse log tooling CLIs (chcat, chtail, chgrep) so they have a home for source and CI.

  • Adds config/git.unkin.net/unkin/repository/clickhouse-tools.yaml (private, main default branch, squash merges, main branch protection) mirroring mediamover.yaml
