artifactapi now hosts Ansible Galaxy collections as an ansible local; Terraform needs a resource to manage it.

  • add artifactapi_local_ansible resource via the per-file registry, with model tests
  • add docs/resources/local_ansible.md and examples/resources/artifactapi_local_ansible/main.tf

requires unkin/artifactapi#157
