No LICENSE file in any of the three repos. This blocks anyone else adopting,
packaging, or contributing, and ambiguates the status of contributions already
merged. Pick one (GPLv2+ would match shorewall's heritage; Apache-2.0/MIT if
you want permissive) and add it to all three repos.
