Bump kea images to v0.1.3 (HA peer DNS startup wait)

## Why
kea-dhcp4 crash-loops on cold start because the HA hook resolves peer DNS once at load, before the fresh container's DNS is ready. kea-operator v0.1.3 gates dhcp4 startup on a config-validate retry.
