Why:
- The jellyfin-ha-src Woodpecker build+test pipeline references a
  serviceAccountName that must exist in the woodpecker namespace.

How:
- Add a jellyfin-ha-src ServiceAccount under apps/base/woodpecker/ mirroring
  the kea-operator-ci CI account and register it in the kustomization.
