bind-operator v0.4.0 applies config changes with `rndc reconfig` instead of restarting pods, which records the result in a new `status.appliedConfig` field and a `ConfigApplied` condition. It also renders `forwarders { };` for forward zones with no forwarders.
- bump the bind-operator image to v0.4.0
- bump the CRD install URL to the v0.4.0 tag
