Woodpecker uploaders now mint Vault OIDC tokens, so anonymous local-repo writes can be rejected. - set `ARTIFACTAPI_AUTH_UPLOADS: "true"` in the artifactapi `api-env` configmap Merge after unkin/vault-plugin-secrets-litellm#6.
