bcde44ffab
bind-operator v0.4.0 renders a forward BindZone without forwarders as `forwarders { };`, so the RBL direct-resolution zones no longer need raw zone clauses in the openforwarder view extraOptions.
- add rbl-zones.yaml with one forwarder-less forward BindZone per RBL domain
- remove the raw RBL zone lines from the openforwarder view
