unkin-agent d0932a6946 bump artifactapi to v3.16.0 (#560 )

v3.16.0 adds local and virtual npm, the gems remote, HEAD on remotes, and fixes mutable refresh and per-request host handling.

- pin api, ui and image-keeper to v3.16.0
