unkinben e5239747ae fix: route /v2 and /health to artifactapi API service ...

The v3 route migration (#198) split routes into /api → API and / → UI,
but /v2/ (Docker Registry V2 API) and /health now hit the UI catch-all
instead of the API backend, breaking docker pull.
