arti-pack installs plugins as tagged zips, but its own tags were consumed by nothing — the only way to get it was a git clone into the package path.

• add .woodpecker/release.yaml publishing the tag zip to the artifact repository
• add a make package target building arti-pack-.zip with a single top-level directory
• exclude tests, CI config, the Makefile and dev dotfiles from the release archive via .gitattributes
• add a make verify-package target asserting the zip's shape, run before publishing
• document installing arti-pack from an artifact repository

Add a tag-triggered release pipeline and a package target that builds the
archive shape arti-pack's own installer consumes.

Uploads are immutable, so a malformed archive cannot be replaced at its
version path. verify-package checks the zip has one top-level directory,
carries lua/, plugin/, doc/ and README.md, and leaks no dev or CI files.
