A puppet remote drops the query string on `/v3/releases`, so `?module=<slug>` reaches the Forge unfiltered and clients get releases of every module instead of the one they asked for.
- forward validated `module`, `limit` (capped at 100) and `offset` on `v3/releases` via `QueryForwarder`
- document the forwarded params and the Forge API `base_url` in `docs/puppet/remote.md`

Clients need one Forge to install internal modules and forgeapi.puppet.com ones with dependencies resolved across both; puppet has no virtual type.
- merge member `/v3/releases?module=` lists newest first, the earlier member winning a duplicate version
- cache merges, and modules no member has, for the merge TTL
- paginate over the merged list with Forge-root-relative links and `file_uri`
- serve `/v3/modules/<slug>` with the highest merged version as `current_release`
- 302 release details and downloads to the owning member; fail closed with 502 on a member error
- add docs/puppet/virtual.md and an e2e-docker case driving real `puppet module install` and r10k

Remotes answer only GET, so HEAD probes get 405, and there is no RubyGems remote. Synthesized (github_*) and rewritten (npm, helm, pypi, puppet, terraform, nuget) mutable responses need the GET path for HEAD lengths to match.
- add a HEAD route for /api/v1/remote/{name}/*; rewritten and synthesized mutable HEADs go through the GET path
- mark rewriting providers with a ResponseRewriter capability; set Content-Length on proxied GETs
- use the remote's upstream client for upstream HEAD
- add a gems remote type: compact index and specs mutable, .gem and gemspec immutable
- add gems docs, UI snippet and e2e caching case; add HEAD-vs-GET e2e checks

Puppet modules can only be proxied from a remote Forge; there is nowhere to publish internal modules for puppet module install, r10k and g10k.
- add puppet local uploads at <owner>-<module>-<version>.tar.gz, rejecting existing versions
- record each release's metadata.json, md5 and sha256 in a puppet_metadata table, streaming the tarball under size caps
- serve Forge v3 /v3/modules, paginated /v3/releases, /v3/releases/<slug> and /v3/files
- add an e2e-docker case driving real r10k and puppet module install
- document local puppet in README and UI usage snippets

Raises statement coverage of the core packages (all of `internal/` except the interactive `tui/`, plus `pkg/`) from **8.7% to 90.1%**.
## Approach
- **Pure-go unit tests** for all providers, virtual mergers, classifier, config, auth, models, and the API client (httptest).
- **Testcontainers-backed** tests (new `internal/testsupport` helper: Postgres/Redis/MinIO, Ryuk disabled) for database, storage, cache, the proxy engine, the GC, and a full-stack `server` test that drives the whole HTTP API. These `t.Skip` when Docker is absent so `go test` still runs locally without it.
## Measuring
```
go test -coverpkg=./internal/...,./pkg/... -coverprofile=cover.out ./internal/... ./pkg/...
grep -v /internal/tui/ cover.out | go tool cover -func=/dev/stdin | tail -1 # 90.1%
```
Run with `-p 1` (containers are heavy).
## Notes
- The interactive `tui/` package and `cmd/main` are excluded from the target per the agreed scope.
- Some defensive error branches are covered via fault injection (closed DB pool, killing MinIO mid-upload).
