Woodpecker release steps download a pinned tea binary on every run; a prebuilt image removes that per-pipeline fetch and checksum.

  • add Dockerfile installing tea 0.14.0 from rpm-vendor-el9 on container-base 0.1.3 alma9
  • add buildx PR build and tag release pipelines, retagging the default distro as :
  • add distro matrix check, pre-commit and make patch|minor|major
