The plugin will run in-cluster in serve mode so developer laptops can use the shared cache without holding S3 credentials. That needs an image; the repo only shipped a binary.

Add a Dockerfile: golang builder running make build, distroless static nonroot, no shell
Add make docker for a local smoke build
Add .woodpecker/docker.yaml, pushing docker-internal/go-cache-plugin on tag
Document the image and the SSL_CERT_DIR mount the internal CA needs

Stacks on #1.
