build: repin UPSTREAM_REF to fixed PostgreSQL upgrade path

v0.3.0 shipped a regenerated initial migration that broke upgrades on existing Postgres databases. Pin the fork commit restoring the baseline plus forward migrations and the EncoderPreset fallback.
