Move the plugin to net10.0 against Jellyfin.Controller/Model 12.0.0 and
declare targetAbi 12.0.0.0.

Drop the dead Lib F# project and the System.Security.Cryptography.Xml
reference, now provided by the net10.0 shared framework.
