Why: speed up CI by reusing the shared estate Go build cache instead of cold compiles.

How:

• test and pre-commit steps now use the gobuilder image
• added GOCACHEPROG env wiring to the org S3 cache bucket
• kept buildx image-build steps and resources unchanged

ci: switch Go steps to gobuilder with S3-backed build cache ... b91fdb2601

Use the estate gobuilder image for the Go test and pre-commit steps
and enable the shared GOCACHEPROG S3 cache to speed up CI builds.
