Repoints the `rpmfusion-free` and `rpmfusion-nonfree` yum repos from the retired `packagerepo.service.consul` mirror to the artifactapi RPM Fusion remotes. dnf on media nodes (jellyfin, nzbget) failed with `Cannot download repomd.xml: All mirrors were tried`, which blocked package installs such as `dns-updater`.
