artifactapi proxies cargo sparse indexes, but this repo has no way to declare cargo remotes yet.

  • add artifactapi_remote_cargo resource and remote_cargo variable to the module
  • discover config/remote_cargo/*.yaml in config.hcl
  • pass remote_cargo through the environment inputs

Requires the terraform-provider-artifactapi release containing #21 (satisfies the ~> 0.5 pin).
