Private Go modules need a local goproxy repo, and clients need one GOPROXY over it and proxy.golang.org.

  • wire the local_goproxy kind through config, terragrunt and the module
  • add go-internal local and a go virtual over go-internal then goproxy

CI fails until a provider release with artifactapi_local_goproxy (unkin/terraform-provider-artifactapi#28) lands.
