Add vault-plugin-secrets-bind-tsig repository

Declares the repo for a HashiCorp Vault / OpenBao secrets engine that
manages BIND TSIG keys via the bind-operator (static rotation + dynamic
creds). Mirrors the vault-plugin-secrets-litellm repo config.
