The OpenTofu image moves off packer-images (almalinux9-opentofu) into its own semver-released container-* repo.

  • add unkin/container-opentofu repo, mirroring container-gobuilder settings
  • require ci/woodpecker/pr/build and ci/woodpecker/pr/pre-commit on main
