Provisions the Gitea repo backing the new vault-tools Go monorepo, which ships two Vault token-management CLIs (vctl for per-context login/renew, vctx as a context-aware wrapper around the vault CLI). Creating the repo is a prerequisite for pushing the implementation.

  • add config/git.unkin.net/unkin/repository/vault-tools.yaml modeled on dns-updater (public repo, squash merges, main branch protection requiring the build/test/pre-commit Woodpecker checks)
