Scope grew beyond IPAM (devices + provisioning), so the repo is renamed.

Renaming the config file changes the gitea provider's managed repo: it archives the old terraform-ipam (archive_on_destroy=true) and creates terraform-infra. terraform-ipam currently holds only an auto-init README, so no content is lost. New content is pushed to terraform-infra after this applies.
