artifactapi gains a local puppet Forge type, so it needs a matching resource to be managed from Terraform.

• add artifactapi_local_puppet resource with name and description, registered via init()
• add model tests, an example and docs/resources/local_puppet.md

• internal/provider/provider_test.go:69 (nit) — expectedCount=24 and the README/Resources/expected-list lines are identical in #28/#29/#30, so the second and third to merge conflict and must bump to 25/26 → rebase and bump on merge.
