artifactapi gains a puppet virtual over local and remote Forges; the estate needs a Forge proxy, an internal module repo and one Forge over both.

  • wire the remote_puppet and local_puppet kinds through config, terragrunt inputs and the module
  • add remote_puppet/forge (https://forgeapi.puppet.com) and local_puppet/puppet-internal
  • add virtual/puppet with members puppet-internal, then forge

requires unkin/terraform-provider-artifactapi#30 released; CI fails validate until then.
