artifactapi gains a cargo remote type (crates.io sparse-registry proxy), so the provider needs a matching resource to manage it. Requires unkin/artifactapi#132 deployed.

  • add artifactapi_remote_cargo using the shared remote schema
  • add cargo to provider and remote resource test tables
  • add examples/resources/artifactapi_remote_cargo and README entry
