ci: shared gobuilder image + S3 Go build cache (#4)

Why: standardize on the estate gobuilder image and wire the shared S3 Go build cache for faster CI.

How:
- build/lint/test/pre-commit/package steps now use gobuilder:0.1.2-alma9
- replaces golang:1.25 and the old almalinux9-gobuilder:20260606 pin
- adds GOCACHEPROG env (go-cache-plugin, absolute /tmp/gocache dir)
- GOCACHE_KEY_PREFIX scoped per-repo (ci-terraform-provider-vault-secrets-arrstack)
- release upload step (non-Go) left untouched
